Akademi Sains Malaysia successfully organized Open Science Forum for Asia and the Pacific Region

Due to Malaysia Open Science Platform [MOSP] Initiative in conjunction with 15th APEC’s Policy Partnership for Science, Technology and Innovation [PPSTI] Meeting, on 13 February 2020 the Akademi Sains Malaysia has been organized The Open Science Forum for Asia and the Pacific Region. The Forum featured distinguished panel members that well known about Open Science.

The keynote speech was delivered by Dr Ismail Serageldin. He is Emeritus Librarian of Alexandria and also well known as Founding Director of the Bibliotheca Alexandrina (BA).

 

One of the most important key points that he highlighted about Open Science is that Open Science will be fundamental to the realization of the SDGs (Sustainable Development Goals). This show that, Open Science is a major movement for sustainability.

Malaysia mencatatkan jumlah bilangan penerbitan bahan ilmiah yang rendah sebelum tahun 2010.

Malaysia also has a low patent output, where the ratio was 1.7:100,000 in 2010 compared with
Thailand’s 2.6:100,000 population. Malaysian ISI Web of Knowledge (formerly Web of Science) output
was also low with 10,538 papers out of 13,278,111 of the world papers (Mustafa, 2010).

Apabila membaca fakta ini, Malaysia sebenarnya boleh meningkatkan jumlah penerbitan bahan ilmiah terutama yang berbentuk ‘peer-review’ sekiranya pelan strategi nasional yang dirangka dan dibentuk menyentuh strategi memperkasakan penerbitan dalam Open Access. Antara langkah yang perlu dilaksanakan adalah menguatkuasakan polisi dan Open Access Mandate. apabila polisi Open Access Mandate dilaksanakan, penyelidik akan lebih mudah menerbitkan bahan ilmiah dengan lebih banyak dan proses peer review tidak makan masa yang lama dengan adanya sistem peer review yang efisien dan kumpulan editor yang terlatih dan cekap.

Selain itu, penguatkuasaan Gold Open Access mandate perlu diadakan bagi setiap artikel yang diterbitkan dalam jurnal komersil (traditional journal publication). Hal ini membolehkan pelajar dan warga sesebuah universiti yang tidak langgan jurnal tersebut boleh akses artikel yang ditulis oleh penyelidik terbabit.

Isu berkaitan sejauh mana kualiti yang ada pada artikel dalam Jurnal Open Access  itu pula sememangnya akan menjadi perdebatan yang tiada kesudahan. Akan tetapi, kemeriahan penulisan ilmiah dikalangan penyelidik tempatan akan meningkat.
